A decisive step, which influenced the formation of not only Birštonas, but also other Lithuanian resorts in the interwar period, was taken in 1924, when the Department of Health signed the first agreement, by which Birštonas was transferred to the Lithuanian Red Cross Society for 36 years. The resort was handed over to this public organization with LTL 35,000 in the town's treasury and all the existing infrastructure.

The vision that Birštonas should become famous exclusively as a health resort not only in Lithuania but also abroad was supported by both the Red Cross organization and the appointed administrator of the resort, Dr. Jurgis Venckūnas.
It was proposed to redesign the resort following the example of German resorts, dividing the area into functional zones. It was planned to combine wellness activities and accommodation into a single, closed spa town so that the resort could operate year-round.
Until the 20th century. Victims of the First World War and those suffering from serious illnesses visited Birštonas most often in the early 1930s. For this purpose, new spas and sanatoriums were established in the area, natural resources were exploited, and equipment adapted to them - budgets and spring huts.
Due to the rather compact territory of the spas, most hotels and residential houses were built in the historical part of Birštonas. Although there were only a few villas in this part of the resort compared to Palanga, their architecture features typical interwar features and, in rare cases, forms reminiscent of the region's historical past.
